Определены актуальные проблемы существующего административно-территориального деления, проанализированы их причины и сформулированы пути решения. Исследованы предлагаемые в разные периоды концепции административно-территориальной реформы. Сделаны выводы, согласно которым административно-территориальная реформа в Украине объективно необходима, а отсрочки ее проведения были связаны с отсутствием политической воли центральной власти и сильным сопротивлением региональных элит. Установлено, что административно-территориальная реформа по концепции 2014 года является структурной составляющей процесса децентрализации власти в Украине, что сделало возможной ее реализацию. The paper deals with the problems of implementing the reform of the administrative-territorial structure of Ukraine. The actual problems of the existing administrativeterritorial division are determined, their causes are analyzed and the solutions are formulated. The concepts of administrative-territorial reform proposed in different periods have been investigated. The conclusion is made about need for territorial system’ reforming, and the delays in its implementation were associated with the lack of political will of the central government and strong resistance of the regional elites. The authors of the reform focused on expanding the powers of local self-government to form positive perception of the proposed changes by the population and local authorities. It was found that the administrative-territorial reform according to the 2014 concept is the structural component of the process of decentralization of government in Ukraine, which made it possible to be implemented. The first stage of the reform has been implemented - the formation of united territorial communities, and the second stage has begun - the enlargement of districts (136 have been formed of 490). popup.nrat_date 2025-05-12 Close
