In recent decades, the attention of scientists, politicians and representatives of various institutions has increasingly focused on the transboundary level of the environmental crisis, mainly due to global warming and biodiversity loss. Environmental policy and economic levers of its justification are enshrined in relevant documents expressing the policy of states and individual regions to ensure environmental protection, in particular in the documents: 2030 Agenda for Sustainable Development (UN, 2015), A European Green Deal (2020) and others.
