Стаття висвітлює важливі аспекти правового статусу старости та виявляє ризики, пов'язані з кожною з розглянутих моделей. Зокрема, приділяється увага викликам, що виникають в умовах воєнного стану. Автори роблять висновок щодо необхідності подальшого вдосконалення інституту старости враховуючи динаміку змін у суспільстві та поточні виклики. Підкреслюється, що інститут старост може стати важливим каталізатором розвитку громад та сприяти активній участі громадян у процесах самоврядування. Водночас, важливо уникати узагальнених підходів та імперативних моделей та обов’язково враховувати індивідуальні особливості кожної громади, особливо в умовах воєнного стану, при впровадженні цього інституту. The article explores the implementation of the institution of village head as a key mechanism for cooperation and representation of residents' interests in the context of decentralization in Ukraine. It emphasizes that the decentralization reform, initiated in 2014, remains a top priority for legislative decision-makers and local authorities. In essence, decentralization involves the transfer of power, finances, and responsibility from the central government to local communities or other decentralized structures. The primary idea is to increase the autonomy and authority of local communities, enabling them to independently address issues related to their development and functioning. Ukraine has embraced the concept of decentralization in recent years, with the main goal being to strengthen local self-governance, grant communities more power, and achieve financial independence. This process allows communities to have greater control over their own development, fostering competition and innovation among different territorial communities. Decentralization in Ukraine aims to improve citizens' quality of life, develop infrastructure, and create effective local governance systems. The authors conduct a detailed analysis of various models of village head configurations and their impact on representing public interests at the local level. The article highlights important aspects of the legal status of village head and identifies risks associated with each model, paying attention to challenges arising in times of a state of war. The authors conclude on the necessity of further improving the institution of village head, considering the dynamics of societal changes and current challenges. The article underscores that the institution of village head can be a crucial catalyst for community development and active citizen participation in self-governance processes. However, it emphasizes the importance of avoiding generalized approaches and imperative models, considering the individual characteristics of each community, especially in times of a state of war. It notes that diversifying strategies and adopting flexible approaches can contribute to the successful implementation of the institution of village head, ensuring its efficiency amid uncertainty and complex socio-political circumstances.
