У статті розглянуті обструкції розвитку інноваційного підприємництва як стратегічного фактору та об’єкту стратегічного управління розвитком економіки Закарпатської області. Їх аналіз дозволив здійснити систе-
матизацію за наступними напрямами.
Перший – аналіз кількісних показників, що надають екстенсивні характеристики інноваційної активності в регіоні – свідчить про скорочення кількості інноваційно активних підприємств. Причиною скорочення є ігнорування державою життєво важливих для підприємців потреб в інституційній та фінансовій
підтримці Крім цього, спостерігається зменшення темпів зростання обсягів
реалізованої інноваційної продукції. На цей тренд вплинуло скорочення кількості
інноваційно-активних підприємств в області, тобто перша причина. Крім цього, в якості фактору, що гальмує виробництво інноваційної продукції, можливо відмітити нерозвиненість платоспроможного попиту на інноваційну продукцію.
Наступний напрям аналізу перешкод – дослідження інвестиційного клімату
та інвестиційної привабливості інноваційного бізнесу в області – прослідковується
низька інвестиційна активність та скорочення витрат у сфері інноваційної
діяльності. Причинами низької інвестиційної діяльності окреслені наступні чинники:
висока вартість кредитів в Україні, що суттєво ускладнює фінансову активність
бізнесу й погіршує кінцеві фінансові результати; відсутність механізмів залучення
коштів населення (краудфандінгу та інших способів); загальний інвестиційний
клімат в Україні та її регіонах.
Третій напрям дослідження перешкод – виявлення розвитку наукової
діяльності і, відповідно, її впливу на інноваційну активність. В межах аналізу,
встановлено скорочення кількості зайнятих в сфері науково-дослідної роботи, що
обмовлено відсутністю реальної державної підтримки наукової діяльності.
Шляхами вдосконалення інноваційного підприємництва рекомендовано виділити такі як розробка та реалізація державної стратегії інноваційної активності, що забезпечить фінансову та інвестиційну підтримку інноваційного бізнесу; формування регіональної інноваційної системи; підтримка наукової діяльності в області та ін.
The article presents the obstacles to the development of innovative entrepreneurship
as a strategic factor in the development of the regional economy of the
Transcarpathian region. Obstructions, as well as positive factors, are the object of
strategic management of the development of the region and the building of strategic
competitiveness, which should be systematized in the following directions. The first ‒ the analysis of quantitative indicators that provide extensive
characteristics of innovative activity in the region – indicates a reduction in the number
of innovatively active enterprises. The reason for the reduction is the state and regional
management ignoring the vital needs of entrepreneurs for institutional and financial
support, which ensures the transformation of innovative activity into a strategic
competitive advantage. In addition, there is a decrease in the rate of growth of the
volumes of innovative products sold. This trend was influenced by the decrease in the
number of innovatively active enterprises in the region, that is, the first reason. In
addition, as a factor inhibiting the production of innovative products, it is possible to note
the underdevelopment of solvent demand for innovative products.
The next direction of the analysis of obstacles − the study of the investment climate
and investment attractiveness of innovative business in the region − reveals low
investment activity and reduction of costs in the field of innovative activity. The reasons
for low investment activity are outlined as follows: the high cost of loans in Ukraine,
which significantly complicates the financial activity of businesses and worsens the final
financial results; lack of mechanisms for attracting public funds (crowdfunding and other
methods); general investment climate in Ukraine and its regions. It is appropriate to
consider that the investment climate is a more important component of strategic
management in the region and the state.
The third direction of the study of obstacles is the identification of the development
of scientific activity and, accordingly, its impact on innovation activity. Within the
framework of the analysis, a reduction in the number of people employed in the field of
scientific and research work was determined, which is attributed to the lack of real state
support for scientific activity. Among the ways of improving innovative entrepreneurship, it is recommended to
highlight the development and implementation of the state strategy of innovative activity,
which will provide financial and investment support for innovative business; improvement
of strategic management of innovation activity in the region, formation of a
regional innovation system; support of scientific activity in the region, etc.
