The needs and requirements for the implementation of artificial intelligence systems in public administration under martial law are analyzed. The requirements that must be taken into account when implementing AI in the public sector include technical, ethical and legal requirements. When implementing AI in public administration, special attention should be paid to security, technological, environmental, social and ethical challenges that are becoming more acute in the modern world. The article develops an action plan for determining the needs and requirements for AI systems, which covers a number of stages. The application of such an action plan will allow assessing the effectiveness of using AI, taking into account the impact of risks and making reasoned decisions on the implementation of AI systems in public administration. The article pays special attention to the study of key ethical challenges associated with the use of AI in public administration, in particular, data privacy violations, algorithm transparency, responsibility for decision-making, ensuring equality in decision-making, trust in AI, social justice, inclusion and identity. The authors emphasize that proactively responding to these challenges will help minimize the negative consequences of the use of AI technologies for the public administration system and will contribute to maintaining stability in state-citizen relations. The article develops a conceptual vision of the integration of artificial intelligence into public sphere processes. It is proven that the introduction of such technologies in crisis conditions can become an important tool for increasing the efficiency of public administration, supporting social stability and ensuring national security.
