It is predicted that in Ukraine, the interactive mechanism of knowledge transfer will change to a mechanism of interpersonal communication, which will be initiated by foreign knowledge spillovers. It is proposed to start in advance the formation of a pool of scientific and technical specialists, state and venture capital of donor countries and representatives of the entrepreneurial environment of Ukraine to participate in the innovative reconstruction of post-war Ukraine.
