Основна увага приділяється аналізу трансформації мотиваційної структури державних службовців, виявленню ключових мотиваційних факторів та розробці інноваційних методів мотивації з урахуванням специфіки воєнного часу. На основі емпіричного дослідження, проведеного на базі Бучанської районної державної адміністрації за участю 43 державних службовців, встановлено переважання внутрішньої мотивації над зовнішньою та виявлено значне підвищення ролі патріотичної мотивації й професійного розвитку. Розроблено комплексні рекомендації щодо вдосконалення системи мотивації, що включають п’ять напрямків оптимізації та сім інноваційних методів впровадження мотиваційних інструментів. Практична значимість роботи полягає у можливості застосування запропонованих підходів для підвищення ефективності державної служби в умовах воєнного стану The master’s thesis investigates the peculiarities of motivation and encouragement of civil servants under martial law conditions. The main focus is on analyzing the transformation of the motivational structure of civil servants, identifying key motivational factors, and developing innovative motivation methods considering the specifics of wartime. Based on empirical research conducted at the Bucha District State Administration with the participation of 43 civil servants, the predominance of internal motivation over external motivation was established, and a significant increase in the role of patriotic motivation and professional development was revealed. Comprehensive recommendations for improving the motivation system have been developed, including five optimization directions and seven innovative methods for implementing motivational tools.
