Визначено особливості етапів проходження державної служби в Україні, а також проаналізовано європейський досвід, зокрема положення етичних кодексів державного службовця. Здійснено аналіз кадрового складу державної служби України в 2018 – 2020 рр. та визначено, що важливим інструментом ефективного управління є інформаційна система управління людськими ресурсами в державних органах. Визначено принципи функціонування сервісної моделі держави та, з огляду на це, обгрунтовано механізм формування сервісно-орієнтованої культури в органах держаної служби, здатної створити позитивний імідж держави в суспільстві. The qualification work analyzes the theoretical achievements of defining the essence of the concept of "civil service" and the evolution of approaches to its interpretation. The peculiarities of the stages of civil service in Ukraine are determined, as well as the European experience is analyzed, in particular the provisions of the codes of ethics of civil servants. The analysis of the personnel of the civil service of Ukraine in 2018 - 2020 is carried out and it is determined that an important tool of effective management is the information system of human resources management in public bodies. The principles of functioning of the service model of the state are determined and, in view of this, the mechanism of formation of service-oriented culture in the civil service, capable of creating a positive image of the state in society is substantiated. popup.nrat_date 2025-11-21 Close
