The diploma thesis deals with theoretical bases of development and substantiation of measures for complex application of forms, methods and mechanisms of forming the image of public authorities. The importance of the basic principles and methods of management that will help to increase the personal professional level of a civil servant and the efficiency of the institution's activity is analyzed. The quality of management of a particular state institution is analyzed.
