Метою дослідження є аналіз ролі фіскальної політики у забезпеченні сталого розвитку на прикладі зарубіжних країн та формулювання рекомендацій для впровадження ефективних фіскальних інструментів в Україні з метою досягнення ЦСР. Об’єктом дослідження виступає фіскальна політика як інструмент державного регулювання економіки, спрямований на підтримку сталого розвитку. Предметом дослідження є специфіка використання фіскальних інструментів (податкової та бюджетної політики) у різних країнах для досягнення ЦСР та можливість їх адаптації до українських умов. У роботі розкрито поняття «фіскальна політика» та її роль у забезпеченні сталого розвитку. Проведено аналіз досвіду фіскальних політик провідних країн світу (ЄС, США, Японії), спрямованих на підтримку «зеленої економіки» та досягнення ЦСР. Проаналізовано фіскальні пільги в Україні з точки зору їх впливу на підтримку ЦСР за допомогою SWOT-аналізу. Розроблено рекомендації щодо стимулювання розвитку відновлюваної енергетики через запровадження податкових пільг, розширення програм субсидій для впровадження «зелених» технологій, а також підвищення ефективності адміністрування екологічних податків. Topicality. In today's conditions of global challenges, including economic crises, environmental problems, social inequality and post-pandemic recovery, the importance of fiscal policy is increasing. The experience of foreign countries demonstrates a variety of approaches to the implementation of policies aimed at achieving the SDGs. The study of this topic is relevant for Ukraine, which is in the process of economic transformation and adaptation to EU standards. Applying the successful experience of developed countries will help to form an effective fiscal policy that meets today's challenges and will provide conditions for sustainable growth. A brief overview of the content. The first chapter examines the concept of "fiscal policy" and reveals the essence of the concept of sustainable development (SDR). The second chapter analyzes the experience of the world's leading countries (EU, USA, Japan) in implementing fiscal policy aimed at supporting the "green economy" and achieving the goals of the CSR. The main indicators and ratings of states according to the level of compliance with the principles of sustainable development, the structure of taxation, the system of tax benefits and environmental initiatives are considered. The third section is devoted to the analysis of fiscal benefits in Ukraine from the standpoint of supporting the SSR based on a SWOT-analysis. Recommendations have been developed to create favorable conditions for the development of renewable energy through tax incentives, expansion of subsidy programs for the introduction of "green" technologies, and improvement of the efficiency of the administration of environmental taxes. The reality of the proposals. Proposals regarding the introduction of benefits and initiatives aimed at the implementation of the CSR at the national level through the active fiscal policy of the state have been specified.
