Об’єктом дослідження є процес прийняття управлінських рішень в органах публічної влади. Предметом дослідження є соціально-економічні закономірності особливості, технології ефективності та якості процесу прийняття управлінських рішень в органах публічної влади. Наукова новизна кваліфікаційної роботи: систематизовано методи оцінки прийняття управлінських рішень в органах публічної влади та напрями підвищення їх ефективності; поглиблено напрями адаптації процесу прийняття управлінських рішень під час процесу цифрової трансформації в органах публічної влади України та в умовах воєнного стану У кваліфікаційній (магістерській) роботі: у першому розділі викладено теоретичні основи прийняття управлінських рішень в органах публічної влади. У другому розділі здійснено аналіз стану громади та рівня організація самоврядування. У третьому розділі обґрунтовано напрями підвищення ефективності прийняття управлінських рішень в органах публічної влади: діджиталізація, прозорість та підзвітність процесів прийняття управлінських рішень місцевими органами влади. Висновки Актуальність завдань полягає не тільки в науковому освоєнні використання механізмів прийняття управлінських рішень, але й в застосувнні їх в управлінську практику. Механізм прийняття управлінсь ких рішень у публічній сфері передбачає поєднання розподілу влади, а також управлінських технологій. Візія громади: Савинська громада – вільна, відновлена та безпечна громада Харківщини, до якої повертаються мешканці і бізнес, які створюють комфорт для майбутніх поколінь. З візії випливають стратегічні цілі: стратегічна ціль 1 – розвинута місцева економіка з доступними муніципальними послугами; стратегічна ціль 2 – ефективність місцевої влади сприяє відновленню громади та згуртованості мешканців. Головна метавідновлення та розвитку громади післявоєнного періоду – це забезпечення умов для відновлення гідного рівня життя мешканців та розвитку всіх сфер життєдіяльності громади заради створення безпечного та перспективного середовища для людей, які живуть або будуть жити на території Савинської громади. Прозорість роботи Савинської селищної ради є основою довіри до неї жителів територіальної громади. Головні принцип відкритості та прозорості місцевої влади реалізується через дотримання таких чотирьох основних складових: принципу максимальної інформаційної відкритості влади; принципу зрозумілості системи управління; принципу постійного залучення громадянського суспільства в систему управління громадою; принципу постійної підзвітності. The purpose of the qualification work is to analyse, summarise and identify the features of managerial decision-making in public authorities and determine the directions for improving the efficiency of this process. The object of research is the process of making managerial decisions in public authorities. The subject of the study is the socio-economic regularities of the peculiarities, technologies of efficiency and quality of the process of making managerial decisions in public authorities. Scientific novelty of the qualification work: the methods for assessing management decision-making in public authorities and ways to improve their efficiency are systematised; the directions of adaptation of the management decision-making process during the digital transformation process in public authorities of Ukraine and under martial law are deepened. In the qualification (master's) thesis: the first chapter outlines the theoretical foundations of management decision-making in public authorities. The second section analyses the state of the community and the level of self-government organisation. The third section substantiates the directions of improving the efficiency of management decision-making in public authorities: digitalisation, transparency and accountability of management decision-making processes by local authorities. Conclusions. The relevance of the tasks lies not only in the scientific development of the use of management decision-making mechanisms, but also in their application in management practice. The mechanism of management decision making in the public sphere involves a combination of the distribution of power and management technologies. Community vision: Savynska Hromada is a free, restored and safe community in the Kharkiv Oblast, where residents and businesses return to create comfort for future generations. Strategic goals are derived from the vision: Strategic objective 1 - developed local economy with accessible municipal services; strategic objective 2 - effective local authorities contribute to community recovery and cohesion. The main goal of the post-war community restoration and development is to provide conditions for restoring a decent standard of living for residents and developing all areas of community life to create a safe and promising environment for people who live or will live in the Savynska community. The transparency of the Savyn settlement council is the basis for the trust of the community residents. The transparency of the Savyn town council is the basis for the trust of the local community.
