The article substantiates methodological and practical approaches to assessing the energy efficiency of local distributed generation networks of critical infrastructure facilities, the residential sector/households based on solar power plants using the Data Envelopment Analysis (DEA) model. It is shown that determining the energy efficiency of a local network containing distributed generation, including renewable sources, based on the DEA model is formalized into an assessment of the efficiency of the transformation process in the «input – output» system of the network, if it complies with its main operational constraints. The «input – output» system is characterized by a set of different indicators: energy, economic, environmental, operational, management, etc. In the first approximation, it is proposed to divide them into two categories – basic elements and operational requirements/constraints. The set of indicators/indices for assessing the energy efficiency of local network projects can be different. This depends both on the structure of the network itself and on the current technical, technological and organizational and economic tasks for which it is designed. When forming a set of indices, the following principles must be observed: indices must be representative; indices must reflect one aspect of the input or output of a local network containing distributed generation. It is proposed to determine the weight vectors of the group of input and output indices in the model by the expert method. Although it is traditionally believed that the expert method is used in cases where it is difficult or impossible to use objective methods, or when the latter give less accurate and reliable results, or their implementation is associated with significant costs, with regard to local network projects with distributed generation it is important to take into account the peculiarities of their operation in specific settlements. And this, in turn, may affect the assessment of the weight value of a particular input/output indicator in their overall structure. The correctness of the application of the DEA model is proven on the example of real solar power plant construction projects to assess the impact of higher energy efficiency on decentralization and decarbonization of the residential sector/households.
