It is substantiated that the tools for the development of land management in the context of structural modernisation of the economy are based on the cause-and-effect relationship between the transformation (improvement) of subject-object relations regarding land and the mechanisms of their interaction, which guarantee land ownership and regulate land relations, land use and protection, and ensure the maximum possible harmonisation of public and private interests in the process of land use.
